ABSTRACT
Although democracy assistance is now widespread, it remains a relatively new concept. In addition, there appears to be a pervasive misunderstanding about democracy assistance due to the confusion of it with democracy promotion. What is democracy assistance? What specifically does it intend to assist? What forms does it take? When and how did it arise? This chapter defines democracy assistance and related major concepts, and it articulates the principle distinct characteristics of democracy assistance.
