ABSTRACT
This chapter begins by considering how law can become both over-mediated, articulating normativity "from outside", as well as under-mediated, articulating normativity "from within", and how the critical function of a legal system is to mediate the contradiction to ensure law does not come to rest on either extreme. It examines what is taking place in reforming Liberia's national legal system. The chapter also examines the dysfunction in Liberia's national legal system and its connection not only to increasing police and judicial corruption, but also rising incidences of mob violence. It considers how a legal system might articulate normativity in ways that make law more or less reflective and more or less transformative. The chapter examines how the national legal system remains dysfunctional, marked by corruption of the police and courts as well as rising incidences of mob violence.
