ABSTRACT

This conclusion presents some concluding thoughts on the concepts discussed in this book. This book illuminates the general evolution of UNESCO through consideration of a particular program sector — literacy — in this case UNESCO's highest priority and its most symbolic, substantial and sustained activity. It also highlights something of UNESCO's relationships with the wider international community, again seeing the literacy program as a thread making up part of a larger tapestry. UNESCO's various concepts have a great deal in common, and display a good deal of consistency once the broad spectrum of available literacy program options is considered. UNESCO has also placed great importance on technical efficiency and, with it, a premium on increased productivity. This stems directly from the developmental notions traditionally entertained, which see economic growth as the key to development, surpassing the many other dimensions of relevance.
