ABSTRACT

This chapter discusses how people define Indigenous peoples, how the Human Capital Model has been conceptualised and characterised, and also discusses different ways to measure development. A broader definition of human capital would be the 'knowledge, skills, competencies and attributes that allow people to contribute to their personal and social well-being, as well as that of their countries', or more succinctly, a person's 'skills, learning, talents, and attributes'. The concept of development that one uses, on the other hand, has the potential to directly influence policy and practice. Other countries, or other Indigenous communities, have focused more heavily on Indigenous-specific notions of wellbeing as the drivers of development approaches. The United Nations Declaration on the Rights of Indigenous Peoples makes clear that the concept of development used to guide policy development for and with Indigenous peoples should be based firmly on the needs and aspirations of that population.
