ABSTRACT
This chapter describes how the organization defines the problems and develops a strategic approach to manage the risk of violence and discusses understanding the organization and its objectives; defining the objectives of the program to manage violence; defining the scope of the program to manage violence; defining and documenting assumptions and biases; management commitment; policy statement; establishing the threat management team; legal and other requirements; conducting an assessment of the needs, risks, and threats of violence; and setting program objectives, targets, and strategic plans.
