ABSTRACT

This chapter provides an overview of the OECD's inner workings, its organizational structure, and decision-making procedures. Starting with the member states, the chapter introduces the central protagonists in the OECD drama and how their interactions propel the organization's agenda. Particular attention is paid to the functions and activities of the Council, the Secretariat, and the committee system and how they work together with member states (and a growing raft of non-member states and civil society partners) to drive the OECD's work. Finally, the chapter considers the “OECD way” of working, culminating with a discussion of its peer review process.
