ABSTRACT

Governments have responded to social media propaganda, extremism, and radicalization by forming coalitions and partnerships to counter extremist social media propaganda and reduce the frequency of individuals and groups being radicalized toward violent extremism. This includes international coalitions, regional consortia, and local partnerships and programs. This process can be extremely challenging in free speech societies and can even face legal hurdles. Chapter 3 examines programs established by the U.S. government—including those managed by DHS and DOJ—to counter extremist propaganda and activities that lead to the radicalization of individuals and groups, along with the national initiatives that guide agency work and programs directed at dealing with extremist propaganda in social media.
