ABSTRACT
This chapter explores the evolution of the concept of security and probe the relationship between human rights and human security. It examines human security issues facing tourists, host communities and tourism stakeholders and highlight how these threats intersect with human rights. The chapter includes all dimensions of human security, the focus will be on issues with immediate impacts on tourists and tourism. The concept of “security” in ancient times is not the same as today. In ancient Greece, security was primarily connected to spirit and spirituality; in the Roman Empire, security was closer to contemporary meanings of safety. In President Roosevelt’s State of Union Address in 1941, he included “freedom from want” and “freedom from fear” in his Four Freedoms speech. Human rights are believed to have been influenced by the development of natural/divine law, natural rights theories and positivism.
