Pricing questions can be illuminated with a schematic model of the development of values and prices during the development process. In this model, value development can be divided into several stages or phases. In agreements of principle, the development of expectation values is also governed by market forces. It should be observed, however, that many municipalities occupy a very dominant position in this market, in which case the municipality is a price leader. The selling price of rental properties, housing and non-housing, is determined by the market. Under the earlier system of national housing credits, first-time conveyances used to be price controlled, whereas market prices could be charged on resale. Museums, castles and other historic buildings, as well as property owned by the Swedish State abroad are managed by the National Property Board. The system of national credits, however, has been radically transformed since 1993.
