ABSTRACT

This chapter describes the models of the development process and also describes the procedure for the purchase and sale of properties and tenant-owner titles. The property sales involve single-family dwellings, apartment buildings and a commercial property. The property and ownership structure of the area was fragmented, which meant that the development would require restructuring of the existing property subdivision. The comprehensive plan adopted by the municipality in 1985 designated the development area as a recreation area with pre-existing second homes. Between June 1992 and March 1994 building permission was granted for the six precincts comprising multi-family housing development. The design of the building development was to some extent regulated through negotiations between municipality and developer. The municipality, referring to development agreements, could have insisted on the joint development unit constructing streets and water and sewerage systems. The gestation of the project serves to illustrate development with a municipality as the purveyor of land.
