ABSTRACT

This chapter conceptualizes the 'policy ownership,' to illustrate the linkages of various stakeholders in ensuring ownership, particularly in a Poverty Reduction Strategy Papers (PRSP). It captures the participating stakeholders ranging from general citizens to bureaucracy to parliament to civil society in the perspective of Bangladesh's PRSP. The chapter illustrates the features and strategies of true ownership which any aid recipient country rather should pursue to ensure its ownership over development agenda. In analyzing ownership in Bangladesh's PRSP, the chapter aims to examine the evolution of the policy package vis-a-vis the nature and degree of participation of different stakeholders in the formulation process of the PRSP in Bangladesh. Capturing the local need and situation, adaptation relevant to local scenarios and trial and error are important aspects to ensure true policy ownership in international development cooperation rather than having the donors set the scope for policy choice and interpretation.
