ABSTRACT

This chapter presents the short-term proposals, as well as recommendations for where the international drug control system should go in the long term. It summarizes several conclusions related to the objective of the international drug control system. The international drug control system is centred on the objective of limiting drugs to medical and scientific purposes. The limitation of drugs to medical and scientific purposes is the common object and purpose of all three UN Drug Conventions and has been reinforced by countless subsequent instruments of the various institutions within the international drug control system. In contrast to the control of supply, demand reduction still is hardly elaborated within the international drug control system. The narrow focus of the international drug control system on reducing drug supply is problematic for States where narcotic drugs are produced and trafficked at high scales.
