ABSTRACT

Motorcycle clubs, associations, and interest groups call for law enforcement agencies to formulate, enforce, and evaluate enforcement policies to reduce the errors and unintended consequences of police profiling. An even smaller number of Outlaw Motorcycle Clubs are adult criminal gangs—Outlaw Motorcycle Gangs (OMGs)—which are organized for crimes of profit and use extreme violence as a tool in their criminal activities. Outlaw Motorcycle Gangs are adult criminal gangs and their members are on the end of a Criminal Organization Continuum, ranging from clubs to gangs. Gathering data on Outlaw Motorcycle Clubs is difficult because of the variety, size, and ''public face'' of the groups. The club/gang distinction depends on the extent of the members' organized criminal involvement and the club's leaders' involvement in the planning and execution of criminal activities. The ''in-transit'' evolution of social criminal organizations leads to Outlaw Motorcycle Club membership or the formation of Outlaw Motorcycle Gangs.
