The canal project was one in which the Emperor-King was specially interested, and the rebellion of the great landowners drew from him a severe rebuke and led to the removal from office of certain Landrats who were among the ringleaders. In 1903 also an important law was passed for the protection of children against exploitation by their parents and guardians. Herr von Bethmann-Hollweg at the time held the portfolio of Home Affairs both in Prussia and the Empire, and in this capacity he had won a high reputation as a plodding worker of great industry, rather solid than original, and safe than brilliant. Memories of Bismarck's State monopoly projects were revived by a novel legislative measure proposed in 1912. Bismarck was right when he said that William II intended to be his own Chancellor. Caprivi was quick to recognize this, and chafed as he saw his office gradually belittled and his responsibilities reduced to a show.
