ABSTRACT

Chapter 8 offers an overview of the book’s key insights on the dynamic transformation of contemporary global governance of terrorism. It highlights selected policy and legal implications of dynamism in global governance that reproduce global injustice in new ways and challenge our prevailing legal thinking. The issues are: the systemic accumulation of power in the hands of a public-private consortium of ‘techno-managerial entrepreneurs’; and the legal puzzles that arise as a result of the embedment of public international law (on terrorism) into the domain of private law, as a result of the instalment of private businesses as enforcers of global (terrorism) rules.
