ABSTRACT

There are ten chapters in this book that in different ways reinforce the central theme of political culture and how it is influenced or shaped by specific behavioral and social norms, and the processes by which these become institutionalized and endure over time. Chapter 1 provides a broad overview of the concept of political culture, cultural metaphors, and their roles in the development of civic and national political orientations. With specific application to Nigeria, the chapter addresses perennial issues of administrative professionalism, the crisis of time management, bureaucratic trust and passivity, and the enabling structure of political institutions. It also discusses the nexus between political culture, political recruitment, and political responsiveness.
