ABSTRACT

This chapter inquires into whether a strong local ‘local’ content may have any role in addressing underdevelopment often associated with resource rich regions (RRRs). To that end, it examines from a broad perspective the Niger Delta Region of Nigeria, which produces over 90 percent of Nigeria’s petroleum. The chapter considers past efforts at addressing problems of poverty and marginalisation of the region, and argues that a special local content for such regions can play prominent roles in creating linkages between the petroleum industry, and the indigenous people of RRRs.
