ABSTRACT

This chapter observes that, although bound by a number of international trade obligations, African petroleum producing countries have continued to adopt protectionist local content measures. It therefore seeks to explore the factors behind this rise. Using the Nigerian Oil and Gas Industry Content Development Act 2010 as a primary case study, it investigates whether or not protectionist local content measures actually infringe the international trade obligations of these countries, particularly those contained in the rules of the World Trade Organization, as well as bilateral and multilateral treaties.
