ABSTRACT

Strategic transport planning examines the traffic implications of alternative land-use options and recommends the best pattern and staging of development. The principal purpose of long-term urban strategy planning, or 'sketch planning' as it is sometimes called in North America, is to examine different urban development concepts in sufficient detail to allow the traffic and transport implications of each alternative to be analysed. Strategic urban transport planning is the process of determining a recommended long-range level of investment in transport, dividing this investment amongst the main transport modes, identifying future corridors for road and public transport facilities, and suggesting the best timing for investment. Strategic transport planning examines long-term land-use and transport alternatives in a broad-brush way, with the analysis confined primarily to the spatial pattern of homes and workplaces and the major transport system, to determine the best urban development strategy.
