ABSTRACT

Prior to the inauguration of the National Road Board, the whole of the responsibility for the administration of 75,000 miles of major road rested with the Provincial Councils, which are: Cape Province, Orange Free State, Trans-vaal, Natal. Administration where a new bridge is constructed over an existing railway, the closest co-operation of both affected parties is necessary. With post-war plans envisaging a large increase in construction throughout the Colony, a complete reorganization is necessary, not only of the Branch but of the whole policy of road administration in the Colony. Administration would not have attempted works of similar magnitude under such conditions, which are bound to result in uneconomical makeshift methods and dissatisfaction all round. The employment of experienced men as road overseers, foremen, etc., is a prime necessity, as it is upon such men that the final responsibility of construction devolves. .
