ABSTRACT

The system in force to-day is central control, the head of the branch being the Superintendent of Roads and Local Works. For repair work and maintenance of the roads, the people Commission are unanimously in favour of the work being carried out under the Roads Department by gangs working directly under the inspectors. The necessity for good roads and the benefits to be derived therefrom are too obvious to require emphasis in this Report. Several witnesses called the attention of the people Commission to the difficulty experienced in obtaining gravel or other suitable material for the purpose of making the public roads inside the municipal area at Vereeniging, where the township is mostly privately owned. Several witnesses, including chairmen of Road Boards, complained that the powers assigned to the boards were too restricted, and that these should be extended.
