ABSTRACT

The services were introduced under the privatisation programme and operate across most prisons in England and Wales. Under privatisation the Community Rehabilitation Companies (CRCs) were contracted to manage the provision of Through The Gate (TTG) services for all short term prisoners. TTG were mandated to manage the services regardless of whether the offender would ultimately be a National Probation Service case, or a CRC. "Through The Gate" is government's flagship policy, intended to bring about a sea change in rehabilitation and reduce offending. It extended post release supervision and support for offenders serving short term sentences who were formerly ineligible. Turning now from a failed system to a successful one; an important feature of Transforming Rehabilitation has been the creation of a Probation Institute. All in all then the introduction of the Probation Institute is seen as a positive development.
