ABSTRACT

The United States (US) won the Cold War because it had a superior economy, a higher level of technology, including military technology, and a sound strategic posture. The Global War on Terror and the Cold war have similarities that deserve enumeration, particularly since the latter was the last strategic conflict won by the US and its allies. In conventional non-nuclear terms, the US has persisted with the two main strategic directions it undertook during the 1990s: the two and a half war strategy and the Revolution in Military Affairs. The international economy had been liberalised to the extent that it had given a new name: globalisation and the US had maintained its position as the most powerful. During the period of globalisation there was a clear goal with benefits to be identified and pursued. These threats and promises mobilised populations, even when the particular culture of the US was not to their taste.
