ABSTRACT

This chapter examines the organization, operation and role of central training institutes in dissimilar territories, with the Lai Bhadur Shastri National Academy of Administration (LBSNAA) in India and Civil Service Training and Development Institute (CSTDI) in Hong Kong as case studies. The task was accomplished through an evaluation of the trends, techniques and the capability of central institutes to anticipate future training needs, and the level of effectiveness and the process for determining priorities in planning, designing and delivering training programs. Centralized training institutes are autonomous bodies responsible for training across all government departments and training has been regarded as an important element of the public service in both India and Hong Kong. An ideal central training institute should be able to provide training for public service officials at all levels of their career. Training must enhance the competence of public officials in performing the tasks of government, which are increasingly becoming more complex.
