ABSTRACT

Many universities have departments or groups expert in project management, operating either within their business schools or in the discipline departments for which projects are an important management approach. The most prominent examples are the Project Management Institute in the USA and the Association for Project Management in the UK. Standards organizations produce documented standards for the performance of project management. Despite many criticisms the business of project management continues its relentless growth. Government can be considered to be acting in two modes. In the first they are pursuing an agenda to create an environment of control over government programmes and expenditure. Government departments responsible for the delivery of programmes are acting in a second mode using projects to deliver strategy. Government strategists have responded by developing their own local versions of how they will do projects, moving towards the corporate model to handle the business of projects.
