The global environment is a broad concept covering the atmosphere, the ground, the sea and the living organisms in the different parts of the globe, including man and woman. Environmental coordination has to confront the Tragedy of the Commons phenomena, analysed first by Hardin. G, The International Whaling Commission sets limits on the numbers and size of whales to be captured and it prescribes open and closed seasons and areas for whaling. The UN Conference on Environment and Development, the 'Earth Summit', agreed upon Agenda 21 and the Rio Declaration. The interesting point with the Kyoto Agreement was that it outlined a strategy for implementation that relied upon the market mechanism, namely the buying and selling of pollution rights. The nations of the world have succeeded in coming together to create a global treaty, the Vienna Convention for the Protection of the Ozone Layer, which entered into force in 1988.
