ABSTRACT

The project sought to identify concepts and models that have a high probability of reducing risk factors, increasing use of Medicare-covered services, and improving health and related outcomes for Medicare beneficiaries who are members of traditionally underserved racial and ethnic (R/E) groups. This chapter explores proposed interventions to reduce or eliminate R/E cancer disparities for Medicare beneficiaries with organizations representative of potential demonstration hosts. Given the cancer incidence among elders, the disease is expensive for the Medicare program although it has been difficult to develop broadly accepted estimates. The chapter examines relationships between R/E group membership, behavioral risk factors, and self-reported screening participation. Federally sponsored and private assessments of healthcare policies and programs reflect the emerging consensus by focusing new attention on health disparities and potential Medicare initiatives. The chapter also presents an overview of the key concepts discussed in this book.
