ABSTRACT

The 1991 Draft Code of Crimes Against the Peace and Security of Mankind included a broader set of crimes than just war crimes, crimes against humanity and genocide, including “colonial domination and other forms of alien domination; apartheid; recruitment use, financing and training of mercenaries; wilful and severe damage to the environment; international terrorism; and illicit traffic in narcotic drugs”. The list of crimes contained in the 1991 Draft Code of Crimes Against the Peace and Security of Mankind suggests that there are individuals who should be held to account for mass atrocity crimes but who evade prosecution, such as those who finance and train mercenaries. Anthropologist Gerhard Anders provides an account of Sierra Leonean “outreach officers” working for the Sierra Leone (SCSL) who were tasked with informing the population about the court through “outreach events” of one to two hours’ duration in villages, town halls, schools, police stations and army barracks.
