ABSTRACT

This chapter traces the emergence and development of the international migration regime, including its normative framework and the many actors and processes that shape the rules of the game. Global governance of migration has always been a patchwork of different ­normative frameworks and agreements. The miscellany of organizational actors and processes – both formal and informal – focus on and organize migration-related activities, and many aim to protect the rights of migrants. National government reliance on remittances may encourage a view of migration that sees its overseas migrant workers as important economic assets and may minimize the negative impact of migration on migrants’ families. In addition to international actors and national governments, there is a patchwork of informal organizations and processes that influence global migration management and response. A wide-ranging set of migration initiatives and global and regional consultative processes have emerged, and global collaboration on migration is clearly on the rise.
