ABSTRACT

Colombians surprisingly voted no, rejecting the Havana Agreement and stalling the process for some time. Success in the process of Revolutionary Armed Forces of Colombia (FARC) does not depend on just the signature of the Havana Agreement. With the Havana Agreement, FARC is not only quitting its involvement in narcotics production and trade but is cooperating with the state to eradicate coca leaf and to dismantle and bloc trade routes formerly used by the organisation. The purpose of Havana, in terms of the present analysis, is precisely to ‘politicise’ nodes. That is, to move them from the military into the political dimension of the insurgency. The Peace Agreement also includes commitments to discuss a wider reformation of the political system, to enact a statute of the opposition, and to revise the electoral system. A possible failure in the implementation of the Peace Agreement, in the short or long term, and the emergence of splinter groups, make the criminal dimension relevant.
