The planning process described here is divided into six major phases:
Phase I—Identify the Client and Participants; Draft and Review the Planning Program
Phase II—Identify Issues; Collect and Analyze Data
Phase III—Prepare, Review, and Adopt the General Plan
Phase IV—Implement the General Plan
Phase V—Prepare, Review, and Adopt District Plans
Phase VI—Implement District Plans
