ABSTRACT

The Tasks outlined in the text of Phase I would probably involve a lot of work if people were to start a planning program without any knowledge of the planning area, its residents, government, and local issues. The text of Phase I applies to the updating or preparation of a long-range general plan. Many states require that cities and counties prepare general plans, and that these plans be officially adopted by the local legislative body. It is impossible to identify just who the selected citizen participants will be because there is so much variation between jurisdictions. In some cases they may be a large committee made up of people who represent a wide variety of interest groups in the planning district. In other cases, they may be a small group of people who have a common interest, and have been hand-picked by the mayor.
