ABSTRACT

The process of reviewing and selecting plan-implementing methods will probably produce memoranda and staff reports. No formal publication is anticipated. Since long-range general plans are general and not specific, not all plan-implementing programs will be well-suited for them. Zoning, capital improvement programming, and many other procedures are not well-suited for implementing long-range plans, although they are suitable for short-range plans. District plans are relatively short-range multitopic plans that consider only a portion of a jurisdiction. Most of the procedures for implementing district plans are similar to those for implementing long-range plans. Planners must, of course, use their judgment concerning which procedures are well-suited for short-range plans, and which are not. Function plans are mentioned at this time because they are potentially useful for implementing general plans. Function plans may be for the whole planning area of a jurisdiction, or for a limited section of it.
