Charging market-rate prices for curb parking would increase turnover and reduce traffic congestion, and the convenience of a few vacancies would attract customers who are willing to pay for parking if they don’t have to spend time hunting for it. If it is feasible to establish a market to implement a policy, no policy-maker can afford to do without one. Cruising for free curb parking congests the streets, and everyone complains about the parking shortage. Off-street parking requirements are no longer a barrier to new businesses in Old Pasadena. Visitors to Old Pasadena receive 90 minutes of free parking in it. Old Pasadena's parking credits make it easy to open a new business in an old building or to construct a new building on a vacant lot used for surface parking. Until 1997, San Diego used all parking meter revenue to finance citywide public spending.
