ABSTRACT

Lambert held meetings in Baton Rouge, Atlanta, and Houston for New Orleanians living outside of the city. While almost everyone else waffled about the Unified New Orleans Plan memorandum, Paul Lambert's process had been proceeding since April. The project assumed an official name: the New Orleans Neighborhoods Rebuilding Plan. The New Orleans Neighborhoods Rebuilding Plan was unveiled to the public, at meeting at city hall. Several faculty and staff from the University of New Orleans College of Urban and Public Affairs were part of the planning efforts because of the campus's location nearby. After their public unveiling, the final plans for most, but not all, of the neighborhoods appeared on the New Orleans Neighborhoods Rebuilding Plan website, and the presentations were posted on the Times-Picayune's site. The council promised to immediately transmit the Neighborhood Rebuilding Plans, inclusive of the projects and their estimated funding requirements, to the City Planning Commission and to the Louisiana Recovery Authority for funding consideration.
