ABSTRACT

In this chapter, the author discusses the role played by the state and the market in funding the creation and dissemination of art. The liberalism of flourishing aims at the development of the intellectual and moral capabilities of individuals. The author argues that according to the liberalism of flourishing, the state should play an important role in supporting the creation and dissemination of art. He then discusses the problem of political interference that may arise when the state is involved in art funding. The author offers several means of contending with this problem. He then discusses the role played by the market in funding the arts. Sometimes the choice is not between the creation of art either by the market or by means of state funding. There are many instances of "market failure" in which profit considerations inhibit market actors from entering into artistic fields.
