ABSTRACT

Imagine that a company has appointed a Management System Manager (MSM) and that he has decided to adopt MS 70 as his blueprint - he is not going to make any changes to it in principle or in detail. Imagine that a MSM is appointed to a regional government centre. The effect of MS 70 on the average manager will be mainly favourable. As for the specialists, MS 70 implies there will be more of them, of course, but by separating them out into a management services department attention will be drawn to the fact that they are not managers and that their sole function is to advise - it is the manager’s prerogative to accept or reject their advice. The effect of MS 70 on the various groups of people and sections of society to whom all organisations also have obligations should be entirely favourable.
