ABSTRACT

Estonia has undergone three land reforms in this century. The first Republic carried out an agrarian reform was executed in 1918. The second reform took place in the 1940s, and the third is currently underway (Vallner 1993a.). When Estonia gained independence in 1918, 58% of the farmland belonged to large estates, mostly owned by Germans. The first Republic eliminated these estates and created about 50,000 new private farms.
