ABSTRACT
How was a great democratic institution invented? The British Broadcasting Corporation (BBC) – and the whole tradition of broadcasting it influenced – that of the management of communications in the public interest has been a staggeringly important and visionary addition to democratic life. The ‘public interest’ (despite the limitations it could be subject to) was a far more hopeful and broad idea than that of what the ‘public were interested in’.
