ABSTRACT

Any competent teacher, whatever place in the educational system he occupies, makes use of student feedback to improve his effectiveness. The origins of teacher's new role are complex and interwoven, but three elements can be distinguished: concern for individualisation of learning; recognition of the importance of 'learning how to learn'; and technological developments. Developing effective learning materials is not easy, whether the task involves the preparation of a few worksheets for the use of a single class or whether it involves the design of something as complex as the Open University or PLAN. In 1972 the State of California passed legislation requiring that the process of learner verification be used by all producers of instructional materials wishing to have their materials considered for adoption by the State's elementary schools. Predevelopmental activities include the identification of educational needs and the establishment of priorities among these identified needs, in order to make decisions on what type of learning materials should be developed.
