ABSTRACT
A. – FOREIGNERS AND NATIVES. In this Regulation, and in all others where not otherwise expressly provided or where not inconsistent with the context, the word “Foreigner” shall be taken to mean any person or association (other than e Company acting as a Government) entitled to claim to be subject to any Great Power of Europe or to any State recognized by the Great Powers as a civilized State; and all other persons shall be described as “Natives.”
