Paragraph 21: Add at the end of the paragraph:– In cases where a ne is reduced or ordered to be refunded by District O cers

in revision but not in the presence of the parties, it is important that the Court or Treasury clerk who makes the refund should be required to produce in support the original receipt issued to the payer, since to recover it he will have to disclose to him that there have been further proceedings in the case. e clerk must also obtain a receipt on the payment voucher for the amount refunded. District O cers are enjoined to be particularly careful in this matter, because when a revisionary order of this nature is made, the person who paid the ne has o en no means of knowing that there have been further proceedings in his case, and clerks or members of the Court may simply make the necessary accounting entries and pocket the refund. As an additional precaution, such arrangements as the circumstances may permit should invariably be made to give the greatest possible publicity to revisional orders made by Administrative O cers.
