V. – THE PUNISHMENT FOR MURDER. 196. In this chapter we propose to discuss two very di cult issues which have been raised in evidence – the advisability of providing for an alternative sentence for murder, and the case for extending the de nition of provocation to cover cases which, by native standards of mentality, are likely to deprive a man of his self-control. A discussion of these matters cannot be complete without touching also on the exercise by the Governor of the Prerogative of Pardon.
