ABSTRACT

The Committee on Locust Menace Crop Insurance which has the honour to submit its report was appointed by Your Excellency as a result of a motion adopted in the Legislative Council. 'A scheme of partial insurance against damage which may be done by locusts to the agriculture of the Colony' might perhaps be framed on comprehensive lines which would include the payment of annual premiums: and the examination of such a scheme would come within the terms of reference to the Committee. The Committee has not therefore dealt with any scheme of long-range insurance; it has interpreted its terms of reference as requiring it to consider what steps can or should be taken at once for dealing with the immediate problem presented by the probability of damage being done by locusts to the agriculture of the Colony during the next few months.
