ABSTRACT

The Cape Government has for two years now endeavoured, by practical steps, to promote the agricultural development of the country. It is not enough to admit, as all do admit, that, the permanent prosperity of the country depends, and must always depend, upon the produce of the land. Earnest and well directed effort must be made to remove the evils and obstacles which bar the path of progress to enable the farmer and producer to cultivate the land to his own advantage and that of the country, and to take such steps and give such aid as may be necessary to secure the settlement and cultivation of the soil and its most economical and productive use. It is fire intention of the Government, to introduce legislation but as the matter affects welfare of the whole country it will be to the advantage of the country to have full time and opportunity to consider and discuss subject in all its bearings.
