ABSTRACT

This chapter discusses Report of the Committee of Enquiry into the Economic Position of the Agricultural Industry of Southern Rhodesia. Terms of Reference are so comprehensive that to arrive at any conclusions it has been necessary to consider not only all matters bearing on the agricultural industry, but also the relationship of that industry to the ideal of a white Southern Rhodesia. In this report, when farmer or producer is spoken of, it will mean the European farmer or producer, unless the context shows otherwise. The issue that has to be faced is whether it is possible to build up a white Colony on any basis other than a white agricultural population. The development of the agricultural industry has reached such a stage that, unless it can enter the overseas export market, it must inevitably decline with disastrous effects on the community.
