A SAILORS’ boarding-house in the purlieus of Lime Street would have seemed to the average man an unlikely spot for the residence of a man who was able to bestow Prussian decorations on deserving patriots, while arranging the details which would lead to the dismemberment of an Empire and the downfall of a great nation. Yet it was to this grubby neighbourhood that Mr. Smith, in pursuance of his appointment, directed his steps that same evening.
