The rumour had got abroad that the acclamation of the Royalists at the Socialist meetings had been due to the bribes of the two ministers. Every one knew of the fact of these acclamations. The skill of Vansittart was magnificently displayed; for it was with the deliberate intention that every one should know of them that he had caused the acclamations to take place at all the meetings, Ribou's idea, in the first instance, being that they should occur at no more than three. It was not at the desire of their fellow-ministers that this thing had happened. The other members of the Government knew full well that the heads of the Interior and Colonial offices were only using Prince Henri of Navarre as a pawn in the terrible game against the man who was overshadowing all others.
