ABSTRACT

This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book promotes debate about the urbanization policies appropriate to a democratic South Africa. It helps to distinguish between such reform and other policy shifts, then decisions regarding which policies to support and which to oppose should become all the more apparent. The book explores the urbanization policy is largely motivated by the security needs of the state and a short description of the policy and the negative consequences for black welfare. It examines regional economic policy and considers Urbanization in the homelands and the redistribution of white farms. The book explains the examination of urbanization processes and pressures in the homelands, using the Transkei for illustrative material. It focuses on how public policy might alleviate poverty.
