ABSTRACT
Inconsistent rationality is an unusual category where it is the technical definition of rationality involving the implicit need for invariance that makes certain behaviors unexpected but still rational. The better effects on health and productivity would result from a combination of rational effects and irrational effects, from the benefits of natural light and related things and from the benefits of anchoring used to the staff's positive advantage. The kind of mixed-use neighborhood would also provide an active scene on the streets with people milling about, stopping to make small talk with neighbors, and generally spending more time outdoors. The availability heuristic can be re-expressed in terms of choice problems by noting that people are more likely to buy earthquake insurance after learning about an earthquake in their area. The placement and relative appeal of staircases, that is, their availability vis-a-vis elevators or escalators is likely to be an easy architectural intervention in many settings.
